What is the Safety Climate Tool

The HSL’s Safety Climate Tool has been carefully designed by scientists to measure the attitudes of individuals within an organisation towards health and safety issues. It offers a unique insight into health and safety culture and can be applied within companies of all sizes, from SMEs to large, multi-national businesses.


Using a simple, online questionnaire, the Safety Climate Tool explores employee views and perspectives regarding key areas of health and safety. The tool then uses a range of complex algorithms to analyse the results, providing a clear, actionable report as an output. Organisations choose how they would like to segment employee data to determine key areas for action; this might be by department, site, hierarchy or country, for instance.

The SCT has been refined over 30 years and is widely recognised as a reliable psychometric instrument for measuring safety climate. It is trusted by organisations of all sizes and across a wide range of sectors. In fact, over 600 organisations in the UK and across the world are actively using the Safety Climate Tool to help manage their employee safety.

The Questionnaire

The questionnaire has been carefully designed to make it simple for respondents to use, whilst providing psychometric insights that can be quickly analysed. A 5-point scale is used within the questionnaire, making the tool easily accessible across your organisation, encouraging employees to participate.

Key Features

Delivered via an online platform, there is no need to install any software to use the Safety Climate Tool. A Quick Wizard function is built in, to answer any queries and help you customise the survey for your needs. You can also choose to tailor the language and terminology to make it meaningful for your workforce.

You’ll receive a detailed output report, which you can filter to narrow down results to particular areas of interest. The report will flag areas that are embedded well within your organisation, as well as those requiring improvement action.

    The HSL SCT is a web-based survey and will require a JavaScript-enabled browser such as Chrome, Firefox or Internet Explorer 8 or later. For viewing the reports, a PDF viewer is required.

    The Health and Safety Laboratory (HSL), part of the Health and Safety Executive (HSE) the regulatory body for health and safety in Great Britain, own the terms and conditions of the Safety Climate Tool. Supplier Assessment Services Ltd has been appointed as the official reseller of the product.
