Developed by scientists at the Health & Safety Laboratory (HSL), the Safety Climate Tool (SCT) enables organisations to measure safety culture, providing robust insight that enables organisations to tangibly improve employee attitudes to safety.

SCT is a simple-to-use online tool that enables you to quickly gauge your organisation’s attitude to health and safety, producing a measure of safety culture. It pinpoints where effective action can be taken to improve safety, providing clear priorities.

  • Reduce the number of accidents and near misses – use as a leading indicator to proactively measure and improve your safety culture – evidence shows that a strong safety culture is associated with fewer workplace injuries.
  • Target your resources – data can be segmented in a range of different ways to identify good practice as well as areas for improvement e.g. by department, location or hierarchy. You can then pinpoint key focus areas and take action to change unsafe behaviours.
  • Support your journey to ISO45001 accreditation – use the SCT to enhance your evidence base as you work towards ISO 45001. While ISO 45001 is not itself a legal requirement, proportionate adoption of a health and safety management system standard like ISO 45001 can help businesses measure, evaluate and as a result manage health and safety performance in a structured way.
  • Benchmark your organisation’s health and safety culture – not only does the SCT helps you to understand your own safety culture, but its extensive benchmarking dataset also allows you to compare your performance with your industry peers.

What’s Included?


Run as a survey, the tool is comprised of 40 statements that explore the attitudes and perceptions of your workforce across a number of key health and safety factors. The tool then provides a score for each factor that acts as an objective baseline measure which can then be used to measure improvement.

Language packs

The SCT survey is available in 42 languages. By surveying employees in their first language, you can gather a much more detailed picture of safety attitudes. This applies to overseas sites, as well as UK employees who might prefer to respond in a language other than English.

Benchmarking reports

In addition to an overall benchmark, you may wish to determine how your organisation’s health and safety culture compares with other, similar companies. The Health & Safety Executive (HSE) can provide sector-specific reports for 17 different industries and special interest groups, so you can assess your results within your peer group.

    The HSL SCT is a web-based survey and will require a JavaScript-enabled browser such as Chrome, Firefox or Internet Explorer 8 or later. For viewing the reports, a PDF viewer is required.

  • Who owns the terms and conditions - Supplier Assessment Services Ltd or HSE?

    The Health and Safety Laboratory (HSL), part of the Health and Safety Executive (HSE) the regulatory body for health and safety in Great Britain, own the terms and conditions of the Safety Climate Tool. Supplier Assessment Services Ltd has been appointed as the official reseller of the product.
